The US action seriously violated international law and basic norms of international relations, seriously violated the relevant provisions of the Sino-US consular treaty, and deliberately undermined Sino-US relations. China strongly condemns and firmly opposes this.

　The Chinese Consulate General in Houston was the first Chinese consulate opened in the United States after the establishment of diplomatic relations between China and the United States. For more than 40 years, the Consulate General has been committed to promoting mutual understanding and exchanges and cooperation in various fields between China and the United States. Generations of diplomatic and consular staff have actively devoted themselves to the noble cause of enhancing Sino-US friendship. In 2018, the total trade volume between China and the consular area reached USD 125,100 million, and the total investment of Chinese companies in the consular area currently exceeds USD 20 billion. The cooperation with China in the South of the United States is an indispensable part of China-US relations. Whether it is the once-in-800-year Hurricane Harvey disaster or the unprecedented new crown pneumonia epidemic that is still raging in the southern United States, the Consulate General is firmly in contact with the people in Houston, Texas and even the southern United States to work together to meet the challenges together. Our work has won full recognition and wide acclaim from all walks of life in Southern America.

我于2019年8月初抵达休斯敦履新，已遍访领区全部8州。美南地区人民热情友好、勤劳质朴、不畏艰险、开拓进取，这些精神特质和中国人民是息息相通的。我记得，在路易斯安那州巴吞鲁日飞虎队纪念馆，我与飞虎队的后代们欢聚一堂，深切感受到中美人民在共同抵抗侵略时结下的深厚情谊；我记得，今年春节期间，我应邀出席佐治亚州庆祝中国农历新年暨“中国日”宣布仪式并在州参院发表演讲，向领区广大华人、华侨、中资机构人员致以新春的问候；我记得，在休斯敦赫曼公园，一个小男孩主动跟我用中文攀谈，告诉我他喜欢中国，希望有一天去中国旅游。这些点点滴滴的记忆让我心里非常温暖，我将永生铭记。今后，不论身在何方，我都会继续支持中国与美南地区人民的友好交流与合作。　

I arrived in Houston in early August 2019 to take up my new post and have visited all 8 states in the consular district. The people in Southern America are warm, friendly, hardworking, simple, undaunted, pioneering and enterprising. These spiritual characteristics are closely related to the Chinese people. I remember that at the Flying Tigers Memorial in Baton Rouge, Louisiana, I and the descendants of the Flying Tigers gathered together, and I deeply felt the profound friendship formed by the Chinese and American people when they resisted aggression together. I remember that during the Spring Festival this year, I was invited to attend the Chinese Lunar New Year and “China Day” announcement ceremony in Georgia and delivered a speech at the State Senate to extend New Year greetings to the vast number of Chinese, overseas Chinese, and personnel from Chinese-funded institutions in the consular area. I remember that, at Herman Park in Houston, a little boy took the initiative to talk to me in Chinese and told me that he likes China and hopes to travel to China one day. These bit by bit memories make my heart very warm and I will remember them forever. In the future, no matter where I am, I will continue to support the friendly exchanges and cooperation between China and the people in the southern United States.

中美都是伟大的国家。中美建交41年的历史表明，中美合则两利，斗则俱伤。中美关系的本质是互利共赢，双方应致力于不冲突不对抗、相互尊重、合作共赢，共同推进以协调、合作、稳定为基调的中美关系。中国政府与美南地区的双边交流不会停歇，对侨胞的服务不会停止。中国驻美国使馆会就中国与美南地区友好合作和领事业务作出妥善安排。

China and the United States are great countries. The 41-year history of the establishment of diplomatic relations between China and the United States shows that a peaceful and harmonious bilateral relationship between the two countries will make both winners, while a confrontational one will make both losers. The essence of Sino-US relations is mutual benefit and win-win results. Both sides should commit themselves to develop bilateral ties on the basis of no conflict, no confrontation, mutual respect and win-win cooperation, and jointly advance China-US relations based on coordination, cooperation and stability. The bilateral exchanges between the Chinese government and the southern United States will not stop, and the service to overseas Chinese will not stop. The Chinese Embassy in the United States will make proper arrangements for friendly cooperation and consular services between China and the South.

历史的前进方向虽然有时会受到少数人的干扰而出现曲折，但中美人民友谊不会中断，中美友好合作的光明前景是任何人都不能阻挡的。

Although the direction of history is sometimes disturbed by a few people and full of twists and turns, the friendship between the people of China and the United States will not be interrupted, and the bright prospects of friendly cooperation between China and the United States cannot be stopped by anyone.
