Funds do not need to be repaid Educational Loans Funds are used to cover cost of attendance Exemption Programs Exempt from paying tuition and/or fees Waiver Programs Waive tuition rates for non-resident students

5 State Financial Aid Priority Deadline – March 15th
To prioritize the limited funding to eligible students and to provide consistency for Texas students at Texas institutions, a state priority deadline was established. The state priority deadline is required at the General Academic Teaching Institutions (GATI’s). Public Community colleges, Technical institutes and Private/Independent institutions are encouraged, but not required, to advertise and implement a priority deadline. Institutions have the flexibility to define what it means to meet the deadline.

6 Texas Educational Opportunity Grant (TEOG)
TEOG has played a vital role in helping students earn associate degrees and certificates.

7 TEOG – Initial Year (IY) Eligibility
To receive an initial award through the TEOG Program, a student must: Be registered with Selective Service, or be exempt Have a 9 month EFC of no more than $5,430 Be classified by the institution as a Texas resident Have not been convicted of a felony or crime involving a controlled substance Enroll in at least 6 hours as an entering undergraduate student with no more than 30 hours: Includes all hours earned that are being accepted by your institution Excludes credits for dual enrollment or by examination

8 TEOG Renewal Eligibility
Student Eligibility Ends when… Student receives an Associate Degree or Student attempts 75 SCHs 8 consecutive semesters Which ever comes first End of subsequent years (Program SAP): 2.5 cumulative GPA and 75% Completion Rate End of 1st year: Institution’s SAP Policy Enrolled in at least 1/2 time Have Financial Need

TEXAS Grant has played a vital role in helping students earn baccalaureate degrees.

11 TEXAS Grant – Initial Year Eligibility

Priority Model Consideration Four (4) IY Pathways: Graduated from an accredited public or private high school Includes Priority Model Earned an Associate Degree Honorable Military Discharge Texas Educational Opportunity Grant (TEOG) Transfer AREA REQUIREMENT(S) Advanced Academic Program 12 hours of college credit (dual credit or AP courses), Complete the Recommended or Advance High School Program, or Complete the International Baccalaureate (IB) Program. TSI Readiness Meet the Texas Success Initiatives (TSI) assessment thresholds or qualify for an exemption. Class Standing Graduate in the top one-third of the HS graduating class or GPA of at least 3.0 on a four point scale. Advanced Math Complete at least one math course beyond Algebra II or at least one advanced career and technical course, as determined by the Texas Education Agency (TEA).

13 TEXAS Grant Renewal Eligibility
Student Eligibility Ends when… Student receives a Baccalaureate Degree OR Student attempts 150 SCHs 10 consecutive semesters from the first award Which ever comes first End of subsequent years (Program SAP): 2.5 cumulative GPA and 24 completed SCHs End of 1st year: Institution’s SAP Policy Enroll in at least 3/4 time Have Financial Need

15 Tuition Equalization Grant (TEG)
TEG is only offered at Private institution of higher education and can be awarded to both graduate and undergraduate students.

16 TEG – Initial Year Eligibility
To receive an initial award through the TEG Program, a student must: Be registered with Selective Service, or be exempt Be classified by the institution as a Texas resident Demonstrate financial need Be enrolled at least 3/4 time Attempting their first associate, baccalaureate, master’s, or doctoral degree Not concurrently receiving an athletic scholarship Not enrolled in a seminary or other religious program leading to a career in church

17 Undergraduate Student Eligibility Ends…
TEG Subsequent Eligibility Undergraduate Student Eligibility Ends… 10 consecutive semester from the first award for Undergraduates Note: No maximum time limit for graduate, professional, and doctoral students 75% Completion Rate - All 24 completed SCH’s - Undergraduate 18 completed SCH’s - Graduate 2.5 cumulative GPA - All Enroll at least 3/4 time - Undergraduate Enrolled at least 1/2 time - Graduate Have Financial Need

18 TEG Award Amounts 2017-18 Award Maximums
Undergraduate / Graduate students $3,364 Undergraduate students with exceptional need $5,046 Maximum annual TEG award for equals the least of the student’s financial need, the student’s tuition differential, or $3,364. Undergraduate students with exceptional need (defined as students with EFC’s less than or equal to $1,000) may receive up to 150% of the basic award ($3,364 x 150% = $5,046), not to exceed the student’s need or tuition differential.

TCWS provides eligible Texas students employment as a means to fund their education at public and private institutions.

21 TCWS Eligibility Requirements
Be registered with Selective Service (or be exempt) Be classified by the institution as a Texas resident Demonstrate financial need Be enroll in at least 6 SCH’s Not be a recipient of an athletic scholarship Not be enrolled in a seminary or other program leading to ordination or licensure to preach for a religious sect or to be a member of a religious order

22 Top 10 Percent Scholarship Program (Top 10%)
Top 10% has played a vital role in helping students, who graduated in the top 10% of their class, earn degrees and certificates.

23 Top 10 Percent Scholarship (Top 10%)
As of July 2015, the Top 10 % Scholarship program was limited to “Renewal Year” awards only. Renewal Year Eligibility: Be registered with Selective Service (or be exempt) Be classified by the institution as a Texas resident Complete the Free Application for Federal Student Aid (FAFSA) or the Texas Application for State Financial Aid (TASFA) Have unmet financial need (COA-EFC-Pell Grant Eligibility=this number must be greater than zero) Be enrolled full-time (at least 12 semester credit hours as of the census date) Be an undergraduate baccalaureate student who previously received an award at a Texas institution of higher education

As of July 2015, the BOT program was limited to “Renewal Year” awards only. Renewal Year Eligibility: Be registered with Selective Service (or be exempt) Be classified by the institution as a Texas resident Be eligible to receive federal financial aid Be enrolled full-time in a baccalaureate degree program Have completed at least 75% of the hours attempted in the most recent academic year Maintain an overall GPA of at least 2.5 Be an undergraduate baccalaureate student who previously received an initial year award

28 College Access Loan (CAL) Program
The CAL Program provides alternative loans to Texas students who are unable to meet the cost of attendance at public and private/independent institutions. Current interest rate of 6.6% fixed for the academic year. Eligibility requirements: Be classified by the institution as a Texas resident Be registered with Selective Service or be exempt Be enroll in at least 6 SCH’s Receive a favorable credit evaluation or provide an eligible cosigner who receives a favorable credit evaluation Meet the institution’s SAP policy

30 Exemption/Waiver Programs
State exemption and waiver programs are optional or mandated by the Texas Legislature. Exemptions allow special groups of Texas residents or nonresidents to enroll and pay a reduced amount of tuition and fees. Waivers allow special groups of nonresidents to enroll and pay a reduced nonresident tuition rate.

31 Optional vs. Mandated Programs
Optional exemption and waiver programs provide discretion for institutional governing boards to implement. Mandated exemption and waiver programs are dictated in statute for all institutions to honor. If the institution chooses to participate in an Optional exemption or waiver program, it must serve all eligible students. Complete Listing:

32 Adopted Students Formerly under the Conservatorship of the Texas Department of Family and Protective Services (TDFPS) The Adopted Students Formerly under the Conservatorship of the TDFPS is a mandatory exemption that provides financial assistance to students who once were in TDFPS foster care and then adopted. Eligibility requirements: Were in foster care and adopted on or after September 1, 2009; or Were adopted, and the subject of an adoption assistance agreement with TDFPS under Subchapter D, Chapter 162, Texas Family Code.

33 The Good Neighbor Scholarship Program
The Good Neighbor Scholarship is an optional waiver that provides assistance to students from other nations of the Western (American) Hemisphere (excluding Cuba) to pursue higher education in Texas. Eligibility requirements: Be registered with Selective Service or be exempt Be a bona fide native born citizen and resident of an eligible country Have resided in the Western (American) hemisphere for a period of at least five years Be scholastically qualified for admission to the nominating institution Not be a member of the Communist Party
